My biggest issue is Valve takes like 75% of the cut and holds onto your money until you make a certain amount. That's not helping the modders, that's robbing them blind under the guise of exposure.

Same thing happened to me in Grade 12, I had to choose between either my academic career or pursuing my career in competitive swimming. I choose to focus on school, and my abilities in swimming suffered greatly for it. While I don't regret my decision at all (life's too short to have regrets) sometimes you need to make those choices. The devs have well and moved on and steam hosting the content and acting as middleman isn't worth 75% of a price. You're just going to see people either jack up the price to reflect such or set up a donate button or some such and cut out the middleman all together leaving steam with trying to most likely kick off the folks who do this and good luck with trying to manage that. Conversely, piracy of the most popular mods undermining the entire thing anyway.

I know it may not seem like it now because high school (Junior year), and right now you feel like your grade is basically everything and your future depends on it, but in a year you're going to look back on this and laugh at yourself for being so worried. In my senior year of Uni I ended up taking a final that brought what was basically a perfect score/grade line in a class to a B- because finals/paper stacking and procrastination. Was a pretty big fuckup but in the grand scheme of things, it was fairly irrelevant. I already knew the professor well, and she ended up agreeing to mentor me in my independent study on the South African economy anyways. I still keep tabs with her.
Random meandering aside, the point being a few quiz grades won't cripple you. So you do poorly on a few of them because of time crunch, oh well. The professor is giving you extra credit, and you already have the highest grade in the class; even without the extra credit, worst is you go from A to like A- or, heaven forbid, a B+. Don't stress out that much. A few percentage points aren't worth losing sleep over.

Or licensing directly with the developer which probably won't get them a better deal AND won't help them with distribution the way Steam will.

Selling mods for money and profit is a HUGE NO-NO in fair use. It opens up SO many cans of worms. For instance, the Game of Thrones mod on Crusader Kings II. If they charged money for it, both Paradox Interactive and GRRM are within rights to sue the pants off them if they so choose, but would both probably start with a cease and desist letter.
I'm curious how they're going to legally address this issue when they allow modders to charge money. This opens up a huge grey area in modding that has previously been "fine" because no one made money and it all thus fell under fair use.

In which case, this addresses the consent of the game developer (a primary concern, but not of other creative IP which may be considered "infringed" upon. Eg, Game of Thrones mod, or a LotR mod. Both GRRM or the Tolkien estate would, if the game and mod is making money off their works without license, have free reign to pursue legal action against both the modder and the game developer (if the devs are also making money off it).
