Sac a creature is a big cost to pay however. I mean, Collateral Damage seems to me more useful as a sac outlet which also lets you do some free damage rather than a consistent source of damage. If damage still used the stack this card would be super sick. But as it is, I'm not sure what Modern/Legacy deck I would want to put it in...? It might show up in as a 1/2 of in the U/R Young Pyro decks just to have more Lightning Bolts (its often a card they want in multiples). With Pyro is is pretty easy to get tokens to sac so you won't really have to worry about it. I don't think it will show up as a 4 of or anything because those decks already tread a fine line between air and gas but it might show up in a couple. People were experimenting with Price of Progress in Legacy so more spells can be a way to go. However, I really only play Standard so most of my Eternal experience is simply watching.
In standard I actually see it showing up more in the R/W aggro decks that are kind of sort of making themselves a thing. I have played with the deck and often you just really want to jam damage and the deck already has tokens laying around. We will see if it makes the cut or if that deck is even a think but it might show up. The other obvious place for it to show up is Jeskai Tokens but that I don't know if they can afford the slots.
Now that I think about it, seems like it will be up as a 2 of in quite a few decks. Pretty obvious 4 of in the RDW type strategies.

I think it's only really good in RDW,
Block a Seeker, they cast a spell giving it Lifelink, sac the blocker and kill the Seeker. They get no life and you kill a dude.
Other than that, it might have a home in R/W aggro with Monastary Mentor and Soulfire Grandmaster, but unlikely. It is a bolt though. I don't think you can announce the spell, trigger the mentor, and then sac the token monk he makes. But if you can that's pretty hot.

Nah, its a casting cost so you have to pay it before it goes on the stack, like delve.
Also don't think Mentor is going in the R/W aggro deck, maybe Soulfire.

Your creature threat density is not that high to begin with, so I wouldn't be keen on having to sac any. You can't guarantee you'll have tokens to spare and sac'ing anything else seems like a giant waste. Don't forget that Collateral Damage is competing against a lot of other good burn cards that are much better 1-2 ofs for situational uses (e.g. Pillar of Flame).
