In general, a ton of the non munchkin-y "broken" things in 3.5E are things written with retarded amounts of open-ended flexibility (Limited Wish, Polymorph, Contingency, Leadership feat, etc.). They happen to also be capable of being twisted to do stupidly powerful things by a munchkin, but even without that, the flexibility is overpowered enough on its own. In practice, this tends to be more "overpowered" than the less flexible, more powerful ability because having an "I have an answer to everything" card makes it harder for a DM to design an appropriate challenge for you. | ||

Casting Dominate Person every 2 weeks might actually be easier to pull off, to be honest, lol, and has a lot more flexibility (and Dominate Person is only a 5th level spell). | ||

Dominate person also is really really easy to detect. anyone could tell of a dramatic change of the king's behavior and it would discredit a lot of what he does, in any society dominated by nobility, i mean sure you could control a goblin kingdom through its autocrat and they wouldn't know any better, but that isn't really anything. it takes far more time to maintain a lordships control through dominate person than thrall, you have to be constantly getting the lord to act as if nothing is wrong, and you know any natural 20 on an order and you are done assuming he can't just make a save normally. all you need to do is kiss a kings ring and he's yours forever with create thrall. | ||

Sure, it's permanent, no-save effect, but a permanent no-save 1st level spell is still a 1st level spell. EDIT: I just looked up the Charmed status in the PHB. It only provides: - A charmed creature can't attack the charmer or target the charmer with harmful abilities or magical effects. - The charmer has advantage on any ability check to interact socially with the creature. So it's a no-save Sanctuary and a Diplomacy bonus. Nothing to write home about. EDIT 2: Ok, so now I'm like 100% sure you're not reading the ability itself. At 14th level, you gain the ability to infect a humanoid’s mind with the alien magic of your patron. You can use your action to touch an incapacitated humanoid. That creature is then charmed by you until a remove curse spell is cast on it, the charmed condition is removed from it, or you use this feature again. You can communicate telepathically with the charmed creature as long as the two o f you are on the same plane of existence. You have to do a lot more than kiss a king's ring for him to be incapacitated. | ||

Well, no, in the context of the rules, "incapacitated" is a specific keyword condition (see the "conditions" section in the appendix) that many spells and abilities refer to, that refers to a creature unable to take actions or reactions. The situation you described doesn't qualify. | ||
