The thing about a proposal is, it should never truly be a surprise. There definitely needs to be communication involved because you have to plan for your future. As for when/where, that can be the surprise.

Screw you guys and your planning, I'm gonna invite some random chick to my sister's wedding and propose to her there. If that doesn't work, the other sister is getting married two months later so I can try again anyway. My family and future wife will appreciate my dedication and creative thinking!

I mean, that's one thing to think about, but I don't consider any money I spend during our time together "wasted". I mean sure, overpaying at a theme park sucks, and presents are expensive at times, but honestly, the time and happiness we have together is more valuable than whatever dollar amount is tacked onto it.
