Proxy reaper alone isn't really risky though. Unless it's a cannon rush or something (even then you can win as terran, just not easy). So in this specific game, Neeb had immortal and two shield batteries. However, even before that fight took place (so regardless of whether Neeb held or not, Maru was already ahead in workers, with a second base on the way and high tier tech available. The point isn't whether it's possible to hold or not- the point is why would you ever not do these builds if they don't disadvantage your choices?
Proxy marauder cyclone is a popular build. And if Neeb had actually defended he would have won.
You seem to think Maru could have been held off in that game and still won, which is possible with some proxies but not this one.

I know what I said sounds crazy but if you think about it Serral hasn't had that many chances to show his ZvT skill so I reserve judgement. I do believe his ZvZ is probably best and ZvP is 2nd best or best.
