That would require changing a lot of units for all races, I agree but on the other hand we more or less already know what these changes would be. There was WoL which did not involve medivac boost and when it was introduced in HotS there were also other changes to some units specifically aimed for that change (mostly speed for other races units).
So even though there would be a lot of changes most of them is just "backpedaling" and/or are quite obvious changes imho.
