It depends on the person, but we see it happen in different areas of life a lot. Being forced to be efficient (in something you chose to do) can be highly effective. Or you can bomb out if you didn't have the built-up skill.

And in a game like SC2, where July said it was pure psychological warfare at the top, that could be enough to make the difference.

Some people don't benefit from additional practice or at least don't know how to. I don't remember if it was Nerchio or Stephano who said something like that.

Yeah you still don't become "bad" when you don't play for a month.
Obviously I'm nowhere near that level but even when I don't play for 2/3months I don't feel like i've become worse
