my guess is that it's like last time and they sent out a seed to each of the regions eu/na/cn, and the eu/na probably declined since they're not just gonna fly to korea on their own expense to lose the challenger match, whereas China is at least pretty close to Korea so it's not as bad.
I remember last time Snute declined or something to focus on WCS and Scarlett accepted since she was planning to stay in Korea for an extended period anyway.
