How many slots for each region?

Scarlett and State probably would. Hell any foreigner who's talked about going to Korea for a few months of training (I believe Snute mentioned it) would probably line it up appropriately if offered. I'm not exactly sure who would go on the EU side though
EDIT: Also something about the possibility of Jim/MacSed/Has being in a premier league really excites me
