From my rabid consumption of APM videos as a general rule the Kespa-trained folks just seem a bit smoother and more efficient, especially when it comes to their use of the mouse.
As to herO vs Rain, I see them as pretty similar. Across the board in terms of matchups I don't see much between them, although herO is bossing vT lately. Both have had great results this year and performed well in PL, both had the occasional mini-slump. To stick either in a tier above the other is a bit silly.

is it still common to have extremely low DPI like 400 - 800 and move the mouse a lot? I wonder if it wouldn't be more efficient and easier on the hands to play with higher DPIs
