Definitely the latter. Saw the Chinese qualifiers for WCS AM on one of their websites, they definitely only do their own thing.

Happened to most of Chinese esport tournament I heard a Chinese starcraft2 caster (Xiaose) told this story on his steam once. He went to a esport tournament once. The first day some government official came, give his speech , took some photos and leave. That's all they use the main stage for, a show for the government... The actually esport tournament took place in a complete different place.
