Regionlocked events in Europe? Outside of EPS, E-sport SM and a few french events there is no such thing. NA has gotten a lot more regionlocked events while having a lot less talent.

I think you need to make it shitty for the region that is least likely to have players go far and/or make up the majority of the RO32 onwards.

Not one which is populated entirely by 3 global qualifiers which will all be won by Koreans no. Some of their other events are focused on NA which is totally fine.
