It depends on how much value we place on pure achievements and how much we take the circumstances under which they were achieved into account. You could make an argument for Nestea on pure achievements, but he was getting them during a period of time when no one had a clue of how to play Starcraft 2. Taeja got his achievements against brutal opposition across an expansion that greatly altered the meta. I think that ranks higher.
How much do we weight the amount of influence those early players had on the later meta game to influence their rankings? Its a massive topic.
