The protoss had a caste system and a small ruling body of elders called the Conclave that can only come from the judicator caste, which are the tribes descended from the first tribe to join the Khala (psionic religion) after the Aeon of Strife. And the Conclave gets to decide who joins the Conclave, so no democracy. | ||
