He did scan Hero's base after seeing there was a pylon there, it was his fault that he didn't place his scan so he could see the stargates.
You can't see the mineral line AND the top left of the base though...

also the tech buildings could be at the gold base. Or in the natural. Or somewhere in the south of the map. A pylon there doesn't always mean that the protoss is going to build everything at exactly that pylon...
