Yes. If its a series of all ins that Blizzard designed the Protoss to be channeled towards than yes it is.

The common definition of "foreigner" is "non-Korean player", though the definition is more subjective than progamer, which has a very objective definition. You can't decide who is a progamer and who isn't based on how good you think they are.
