Not necessarily, for example the chinese pros who were screwed over by MLG for the Code S qualifier will be invited for the Code A qualifier, so it's not as if you need to participate in this qualifier to participate in the next qualifier.

If this is an impromptu broadcast then I hope that there are teams smart enough to coordinate maximum airing time for their players with the MLG casters, because this will hopefully lead to less downtime.

It has been alleged that there are quite a few accounts signed up who aren't even Master players. But yes, this is very much MLG's fault.
