Way to take things out of context. Even foreign balance whine vs. Zerg (esp Infestor) has a lot of traction. It's not just the korean's complaints who people are cheering about. A lot of the HOTS talk recently that got tons of community support was started by foreigners as well.

Interesting point, one I've considered actually
BW - Mechanically harder than SC2, but yet players had periods of real dominance.
WC3- Mechanically easier than SC2, but yet had players have periods of real dominance.
I still feel that SC2's 'randomness' is overstated, in that top Koreans may lose to players worse than them, but overall will have pretty high winrates.
Basically SC2 still rewards the better players more often than not, but perhaps not quite as much as people would like.
