Puma was one of the absolute best players in the world around the time of NASL Season 1. He had the best TvP in the world for a long time and really nice TvT and TvZ as well.
He's not what he was (how much of that is because Terran sucks right now I don't know) but he still won every game in his group to get here.
He's never even made it through the Code A qualifiers. How the hell could he be considered to be the best player in the world at any time?
He won a couple of foreign tournaments. Code S is the hardest and most prestigious tourney in the world. The best players prove themselves there.

He's rated pretty highly in the SlayerS house internal ranking matches. So he's not like terrible. He's just hasn't had luck on his side in GSL. Don't forget DRG and MMA only got to Code S because of seeds, and there are tons of other great players who have yet to breakthrough the GSL qualifiers
Luck is not really a huge factor in doing well in Code-S. Skill > luck. Not saying that there is no luck involved. And I'm in no way saying PuMa is "bad," because he definitely isn't. That's also not to say the GSL qualifiers aren't hard. But they are a good prerequisite...
