Sometimes it is, sometimes it is not. If LS hit before storm was done that game he could've stimmed and amoved over everything Squirtle had this game, so yes it was. Squirtle knew that himself, he had observers seeing everything.

It might have been close if LS bothered to micro at all in the battle instead of just sitting in storms. But I guess he was too busy with his 300apm somewhere else.
