the definition of code s level is quite simple if you look at it from the perspective of using the term to describe player skill as i believe we are trying to: in that situation the term does not mean code s players, but players capable of competitive play on that level. hence the "level", not "code s players". this would unarguably include stephano shown by both his individual match results and actual achievements, as well as naniwa and huk.
if it is some sort of a gold star of recognition you give to 32 players every month, well, with code s invites and gsl champions dropping in and out of code s, it's hard to find the logic in limiting the term "code s level" for that as it, in a way, would ignore player skill when trying to determine who are on close to equal footing in terms of being the highest class players of this game.
