It's simple, if you're bad and not winning tournaments you're a foreigner and if you're winning tournaments is a korean :p This is especially obvious when people talk about Select...did he do well in a tournament? He's a korean terran. Did he do poorly? He's a foreigner.

Never said he wasn't in the GSL, but since he left Korea he has been playing and living in the US and I believe EU for a short time as well, he may be Korean but his practice regimin and mindset aren't. Was he born in korea? Yes. Is he a korean citizen? Yes. Is he therefor, by starcraft standards, a foreigner? No. He's a korean. Mindset and whatever bullshit you just made up has nothing to do with it. His passport says he's a korean. So he's a korean.
