Everybody's record in the foreign community is littered with random people they've played, but you'd be hard pressed to find a record that good over that many games that isn't considered a top tier player. Also your definition of a good player is stupid, to say the least. I'm not saying that Artist is Code S quality, I'm saying that his TvZ alone could compete at a Code A level.

Didn't say he's bad at it. But there are only so many levels of goodness (decent -> good -> great -> godly?) when it comes to pros. Obviously godly means being the best TvZer in the world. Great is Code S. Good is Code A. Decent is beating the best foreigners / Code B contender. See, I am not insulting him when I say his TvZ is decent, in fact it means he's probably one of the best in the foreign scene.

For reference, at masters my ZvT is atrocious.
