Liquipedia gets updated a lot and very quickly, im not sure though

If they get tied with map wlr, it's decided by the head to head that would've happened.
The thing that happened at IEM was that they weren't tied, DRG was 5-3 and TT1 was 4-4, but TT1 won the head to head, so someone got confused.

the MLG streams are acting weird - Even on lowest quality, when paused etc they are sucking ~8mbit each from my internet connection, i have to manually close the window and restart firefox every 15 minutes to prevent them lagging out

Well, if even the map record is tied, then it's obvious that head to head counts but I was basically asking if map record or head to head comes first. I think head to head has been done many times in the past and it also makes sense, so I was surprised they suddenly changed it to map record at IEM today.

With good reason, terran has shown time and time again they can kill a 200/200 zerg army with 100 supply of ghost/mech, maybe with pf's and turrets thrown in, it would be foolish to attack into a turtling terran until the map was 100% mined out, even then it is often appropriate to go for draw with him 50+ supply behind

Its not balance whine, it is observation.
GSPA finals, IMMVP vs Darkforce, MVP has 50 ghosts vs a supply cap of infestor broodlord with some queens and lings mixed in, he killed the entire army aside from some escaping infestors with only ~15 losses.
It is hard to attack into a terran, especially siege tanks and/or ghosts, and doing so may loose you the game
