For progamers, it's their respective teams. Sometimes people are studying/doing an exchange and are staying in Korea for a short duration, and they like to play SC2 so they enter the qualifiers that way since they're there already. But for the most part, the respective teams sponsor their players going over there.
And yes, we always had 4-8 non-Koreans trying to qualify every time.
