We kinda have to because no one else speaks Dutch. French people, for example, will just start talking in French in some foreign country and assume people understand (and can get away with it, too). We can't do that. Aside from that, we have all movies / TV series with original English voices and have it subtitled, unlike other countries where all voices will be done by native speakers.
On top of that we are of course awesome and smart etc. :D

I know few people who are really bad at english. the Dutch have no problem with talking english when they need to. Germans tend to talk in their own language.
