Then baneling bust the dude, he doesn't even put his first cannon in a protected place. Or, you know he is going for a fast third, go for fast hydra drop just after he takes the third. All this QQ, if you don't win, you should play better/differently...

Because if toss sees mutas he makes phoenix, and all the mutas are now useless. Cruncher's build (stargates and 2 nexus) already gave him the infrastructure to crank out phoenix if he needed to.
