Because, as far as I know, the matches are random, which i believe is fair enough for this. Making team mates play each other first is arbitrary, and punishes people on teams needlessly. I will say though that I know some people here would feel differently if say 2 TL members were forced to play at the beginning, when random chance could have had them play at the very end.
