You don't, but it's preferrable to losing some of your forces far away from your ramp, while forcing the PDD or killing the raven, as opposed to losing all of your forces at the ramp.
Obviously there are better builds to counter this, but if all you have are stalkers and you know a PDD based timing push is coming, the obvious solution is to make sure the PDD is used on your terms and not his.

Storm isn't ready anywhere near in time. Feedback can be though. The general build people use to defend is a couple pheonix and some templars for feedback with your gateway units.
