What makes you so sure he is mafia? All I can read is that you think he could do that plan thing as mafia, which doesn't make him mafia at all. Suppose you are wrong about ritoky, who is mafia?
If you are town you should be in a unique position to analyse day 1 wagons, should maybe start with that?
