Its mainly a meta argument that boils down to any time he would be able to gain a form of town cred he fails to do so and basically takes the path that gets himself the most pressure if wrong.
as scum he generally does set himself up for some kind of long run and he gives himself outs. The nuke is a possible out.
Also he's not so much playing to survive at this point and not putting much work in and he generally works harder as scum than town etc.
