I think it's because he knew that getting vivax lynched means that we likely lynch the other vig the next day. The fact that rayn doesn't know if there is a real tracker or not means that if he doesn't track who he roleblocks, the real tracker, who would obviously track rayn, would have a free scum. Why not roleblock toad and claim to track him to nowhere? Because toad is scum and has somethnig that could be roleblocked.
