I don't see at all how what Rayn did was cheap. I found Pandain's play in Noire at the endgame a lot mroe deplorable since he was gaming the host. Rayn's play didn't actually do anything that didn't require Solstice to agree to it. Even if Solstice did it's perfectly well within expectation in a game.
