Oats you're going to have to go into detail and show why. So far I have seen nothing that suggests every house has to have Scum. If there is something that I don't know about point it out.

The OP says nothing about how many Scum are in the game or how they are allocated between houses. I point this out to "defend" myself. How is this setup speculation and not just reading the OP? You are the one assuming there must be at least 1 scum in each house.
