Chaoser is definitely not town. The problem with veterans (if chaoser is a veteran) for us newer players are that we don't know their meta. For all I know chaoser might just be this useless as town, and the rest know it, and therefor just ignores him. You post implied that you thought scum wasn't likely to suggest a plan (aka take an active and leadership role in the game). This is false. Especially if the plan (Joker claim) is a horrible plan that doesn't help town. In fact every single mafia loss ends with the host or Ace coming in to say the mafia needed to be more active and try to control town discussion. I know for a fact that both BC and Ace make plans and are in a leadership position if they roll scum in a game.
