Shens power increases immensely when you have a really coordinated team. Unforutantely none of these teams have that kind of coordination so not picking him up early makes sense. A lots of teams just use his ultimate as a defensive tool but you see the really good teams like Frost use him as an offensive tool more than defensive tool. This makes a huge difference in his power.

Homeguard shen is the best thing ever, ult onto someone then 700 mph taunt gets so many kills.

Need to make his taunt's speed depend on his MS at the time of casting, same as Unstoppable Force.

Even if you don't have someone that feels comfortable playing him (which is a really bad thing in the first place but ok), if you don't fuck up too heavily he becomes a ticking time bomb. 30 minutes and a sunfire / wit's later, his split pushing is so ridicoulus that you get a free advantage for lategame fights. Even if they are less coordinated than S tier teams, they are still better than a solo q bunch of randoms where his strength definitely suffers a lot.
Just pick or ban that mofo in competitive play as long as his ult stays global. I think we all agree on that point and still you see things like a free shen who gets 3rd picked... I mean, this shows how far those teams are behind in thinking / realizing how strong certain mechanics / champs are.
