If it's bandwidth or internet issue, at least maybe they should shutdown other languages stream and just leave the English on.
not sure if that will help though i'm noob regarding streaming/bandwidth/isp stuff. But i remember The International 1 did this when they were having issues from Gamescom.
But they really can't be restarting now with the internet unstable as it is. It will be pointless and one more mid-game DC will be the straw that broke the camel's back.
