It was a counter pick. Ryze does very well against Ahri once he gets a bit more tanky. His roots is extremely nice for team fights against her. Regi just dumb and doesn't play cautiously in Ryze's weak early game.

Because it's a high level game so you don't expect people to die in lane. If it's a really heavy counter pick (which it isn't) then the Ryze might lose a little bit of cs. Regi just derping without flash up.
