You cant really ult her unless her ult is down, so it's really hard to kill her, but its a pretty easy farm lane, and Lux is better lategame. You can try to spam e to poke her out of lane but its pretty hard. "Be more useful later" than Kayle? Are you completely disregarding how much teamfight presence and utility Kayle's ENTIRE KIT is? Her passive is a significant shred, she deals lots of damage but only relies on 1 skill to do so, her ultimate is unique and lends itself to everything from assassinations protecting an initiator to saving your carry. She has a heal which helps a whole lot against your poke, and her ultimate is on almost as low a CD as yours and can be used to block your fullcombo burst when you're fishing for a pickoff during a poke phase. She's not restricted by cooldowns as greatly as you are and is one of few characters that can shove as hard as you, but she's more likely to kill your tower when you roam than the inverse.

Because Gangplank doesn't do any damage. If you're maxing CDR on him, you're going to have maybe 20-30% crit and a minimal amount of AD from items? That's not enough damage. Old Gangplank was obnoxious because of how much free AD he got from Raise Morale (especially early) and the crit mastery. But over the course of a few patches Raise Morale's active went from:
20/28/36/44/52 to 12/19/26/33/40 AD.
The loss of so much early AD and the free crit made him a complete non-threat early game. And to make matters worse, the parrrley gold bonus at level 5 is only 2/3rds what it used to be. CDR is great and all, but if you have no AD or crit on GP, your damage is going to be terrible. If you do build significant amounts AD and crit on GP, you're a glass cannon because it's impossible to snowball as Gangplank now.
Voyboy just played Gangplank in a scrim and almost every single teamfight they got rolled because his team did so much less damage, and it was largely due to the fact that he picked Gangplank. Elise/Ryze murdered everyone while Gangplank did like 300 damage from his parrrley while trying to chase someone down (and generally failing). He picked Gangplank because he "wanted someone that could deal with Rammus ganks" but after the game he said something to the effect of "I wondered why no one played Gangplank anymore... he just doesn't do any damage."
He was essentially fine after the first major raise morale/parrrley nerf and before the removal of the crit mastery. But they kept nerfing him and nerfing him into oblivion. He can't beat any of the standard solo tops 1v1 (without a massive difference in skill levels). I don't even know if he's good against squishy AP mids anymore because of flask.

Well Kayle and Lux have both different uses. Personally I hate dealing with a lux because she's basically like anivia when trying to push into her. Not to mention getting caught by a random light binding late game is like death until your team stacks next to the runic bulwark support.

Yes they are very different, but someone just saying Lux>Kayle is ridiculous. Kayle's only weaknesses are poke and bushes, which are lux's strengths. But Kayle has mick damage, a heal, a slow, amp damage, and one of the best ults in the game.
