In a progame not taking cv is unacceptable, it is still the single strongest summoner. You can argue against it in solo-queue because of poor communication but to forfeit an entire tournament because one match you didn't feel like cv...

I think they are still having problems therefore no english stream and worse quality since last time.
Maybe thats the reason why they changed the order.

on own3d i got the same error, on twitch it is still korean

Loads of mistakes being made. 2 Blue buffs already have been stolen by teammates, not to mention the Janna facechecks at the start.
