Trump is creating a fake negotiating point he can later "win" with Carney during negotiations. Immigration in Canada is very low right now. It will continue to be low and Trump can start taking credit for it by claiming Canada is keeping immigration low to keep the USA and DJT happy.
Also, there will be very little serious violent crime in Canada in 2027 and Trump can claim he caused that to happen by pressuring Canada into a law and order agenda.
