They explained it in the start of this run, english version is 9 minutes quicker gameplay wise, but there's 19 more minutes of text. So it's 10 minutes slower to use the english version.

Usually it's because there's less text in the Japanese version, since each character means more than in English. However, that's not always the case, such as with sm64.
