It depends on the details, but since i assume that you don't have a formal contract, i would say that if you tell them to return your car and they don't (in a reasonable timeframe), you can definitively go to the cops with that.

Basically my mom is using my car, I just want to make sure if I find out she’s lent it to my deadbeat sister, which I’ve told her not to do, that I can call the cops if I find out, but I’d rather not have to request it back in that scenario, it kind of feels like it defeats the purpose.

If it is really important to you, write down a contract with your mother that explicitly states that she is not to lend your car to any other person (especially your sister).

Note that in that case, you can still only go after your mother, not your sister, and your family life will really suck afterwards.

My family life already sucks.

I guess Ill just have to accept kind of being powerless here, the cops here are too much, I’m half sure they’d shoot me if I gave them any opportunity.

Why would you lend something as important as your transportation system to someone you don't trust? If you are worried about the police shooting you, reporting your car stolen sounds like a good way to ensure that whoever happens to be driving your car, whether it be your mother or sister, winds up dead. Unless that is your intention...

That said whether someone is a relative or not does not matter. If they, whether your mother or sister, refuses to give the car back to you when you ask for it back, that is theft and the car is now a stolen item.

My mom got into a car accident and needs it for work, hers is basically totaled, and I’m stuck in the US for court so it doesn’t matter to me too much, maybe I should just have her return the keys and she can sign the car out from me or something, so I can make sure the undesirables aren’t using it.

You want to transfer ownership of your car, but keep the keys? How does that work? If she own the car, she would own the keys to the car, otherwise she wouldn't be owning the car now would she? If she owns the car, she can also lend the car to whoever she pleases and you don't have a right to disagree.

Dunno, i understand his situation easily.

He has a car. He is fine with allowing his mother to use the car, but not his sister. To use the car, she needs the keys. And she could hand those keys and cars over to his sister, which he apparently doesn't trust her not to do. He doesn't want to hand over ownership of anything, just the ability to use a thing he owns.

I interpreted that as "You can use it, but i have the keys, so you have to come to me to ask me for the keys every time you want to drive"

It depends what he meant by "sign the car out from me". I interpreted that as a transfer of ownership. I'm guessing he isn't in a position to demand the keys back everytime it is used, otherwise why the heck isn't it already being done? Surely returning the keys after using somebody else's car is just normal respectful thing to do. If your keys aren't being returned back to you after use, you've essentially lost your car anyways.
