Submerged objects have a buoyant force when the pressure on the top of the object is smaller than the pressure on the bottom of the object. So each ball has some downward F, caused by F1 = P1/A, on the top of the ball, and F2 = P2/A on the bottom of the ball (some fancy integrals may be involved), where F = F2-F1 (up positive). So every submerged ball has roughly upward force F that is related to deltaP, where deltaP is the change in pressure from a change in depth from the top of the ball and the bottom of the ball. The ball in the well, on the boundary of water and air, also has this force, except delta P is insanely large (pressure at a huge depth of water, vs. almost zero pressure of air).
