It's not really.
The value of the middle notes are worth so much more than the value of the notes at the end or the beginning by simple virtue of the scoring system revolving ENTIRELY around combos.
I can't count the number of times my 95% accuracy score is better than my 98% accuracy score simply because I missed a note in a completely different place.
If someone misses only one button in the song you should get the same freaking score regardless of location...as it stands now the person that misses in the middle gets uber shafted for no real reason. A lower accuracy should never score higher than someone who has better accuracy and especially not to the degree Osu! does it.

Lol, I hate this too when I'm playing through random songs. I'd do crap the first time, then do pretty good the second time around but combo break somewhere in the middle resulting in a lower score even though the accuracy is much higher.
Kinda makes you go insane during marathons though.
