The admin has experience, and the co-admins (not sure if they actually are, but they're working with the owners) are pretty experienced in competitive play. No worries for playing well

I'd suggest to make one a 12-slot (or 20, w/e) private and let the two teams use it. I highly doubt it'll get used so much that they'll have conflicts. I'm not sure how having two pubs will help the teams get practice in since they'd need to switch the config any time they want to scrim.

Keep the second as a pub. No point in trying to keep both populated at this point. Despite what you think about the TL community filling it up easily, I don't think starting with two is the right approach. Adding a 2nd one down the line IF it's needed makes more sense to me.

OK, I may be a complete noob at this game, but blue is down and I saw that red has a hardcore tag on it, but how do I connect to it without looking through the entire list?

You can type connect (server ip here) in the console.
