According to MLG stats (since I don't look at replays anymore), Stephano is 370ish, Symbol 380, DRG 400. Lesser zergs might be around 300 although the APM stat isn't that important.
I finally got a chance to watch Rain first person VOD, and although everytime GSL brings up his APM its like 200 or so and less than his opponent, but his first person view is BLAZING fast. I mean unreal. He has precise control and switches camera locations lightning fast, but probably doesn't spam much,

Thanks. I just checked and for those keeping score at home it looks like the profile's record before Stephano started playing on it was 101-89 (give or take a couple games I missed that he might have played yesterday because the profile history only goes back 25 games).
I watched some of the stream and it looks like he was already facing GM players very early into his streaming session so I'm guessing this account was already GM (and then demoted because of inactivity) or very close to GM.

I think the CPM stat (i play all of the time but forget if blizzard calls that eapm or not) is more relevant measure than the regular APM stat, which counts hotkey spamming. I think Stephano's eapm (or commands per minute) is typically in the 120 to 130 range, which is perfectly respectable. However, he streamed a game against demuslim where there were a lot of multiprong attacks and his EAPM was around 160, which means he was playing about as fast as humanly possible. I think the fastest player in terms of eapm is probably Life or DRG but I think that when he needs to Stephano's he can crank it up with the best of them and do everything that needs to be done. Also Stephano's EAPM and APM are both a bit lower than they would otherwise be because Blizzard doesn't count clicking on the minimap as an action (although it should). Stephano injects, I believe, by clicking the minimap selecting the queen and injecting, which is the most time intensive and difficult way of doing it (which i can imagine at least) and which I have to imagine lowers his APM and EAPM at least 10%. The benefit of his approach is that it forces you to look at the minimap, something Stephano's is one of the best at doing.
Despite the APM differences I definitely don't think DRG or Symbol have more effective APM than Stephano and neither multitasks as well as him. DRG's APM is higher in part because of his hatchery hot key set up where he doesn't put all of his hatcheries on one hot key, which means he works harder to build units. Life, on the other hand, like Stephano, is a genius and is simply superfast, as far as I can tell.
