I don't see why you would say Run is mentally handicapped, or that anyone was taking sexual advantage of her lol. Run is your typical ditsy blonde. Shes the Yui of A Channel. The only "taking sexual advantage" of part of the show is Tooru molesting Yuuko like 3 different times in the episode.
