Incubator has other goals except for creating more witches, he said so himself. So what if one of these goals is the creation of a new god (maybe to replace the old one, if there is one)? | ||

The only time a character can be a reality warper is if a restriction is placed on it. For instance, take Watchmen. Dr Manhattan is a character that is essentially god. However, because he's god, he begins to becomes more and more dispassionate, and basically does nothing because he just doesn't care. | ||

In-Kyuubey-tor. 'nuff said. Also about reality-warping and whatnot. Raw capability is not a good measure of power without a method of control. Hence, being capable of warping reality doesn't mean jack if you can't control it. Since Kyuubey is ultimately the one pulling the strings, he's the one who will ultimately gain power over the Puella Magi. | ||
