Sure but the reasons you stated weren't related to this information. Even if Jean turns out to be an antagonist character for Usopp or King Riku I don't really consider that being an important character. The information while valuable also wouldn't make him an important character either as I don't see him actually helping beyond giving that info like joining the crew temporarily. I would rate his importance if he did give that info higher than the random fighters like Ideo, similar to Sai, but lower than Bellamy or Chinjao.

Chinjao could have been more important and had an amazing setup early on, but it seems now he has just been reduced to 'another strong guy.'

I hardly think Chinjao is just "another strong guy". He's going to be the next Strawhat member and help Luffy take down Garp and the marines.

If Luffy wants to take places like Fishman Island as his territory he's gonna need some people he can post nearby while he cruises around and does his own thing being free right? Or just learn Instant Transmission from Goku in the next crossover special in the anime xD.

I doubt Jean will be "important", but many other characters introduced in those Tournament Blocks have shown up at this point. You'd think this guy will show up to do something before the end.

If you have a question you should ask what I wasn't clear on... The biggest question I have to you is your definition of "important" just a character that will show up again? I consider it a scale with Jean being low on that scale even if he does turn on them or reveal info.
